• Fixing the issue of learners not receiving announcement notifications.
• Fixing the issue of the Milestone Mapper not being configured at new locations.
• Fixing the issue that caused admin cc to display inaccurate dates of birth upon first load.

Minor Improvements

• Admins will be able to search for inactive learners using the omni search in
  the Admin portal.
